You probably want to modify your dialrules file, by changing the end of it
to look like this. This will add a "9" in front of full length phone numbers,
without doing it to local shorter extension numbers.

^[0-9]{7,}$ = 9,& ! add 9 for outside calls

hfaxd is not running. Run "faxstat" and see what you get, and check
for hfaxd entried in your /etc/inetd.conf.
