Curious - why is a paging service using such a fast modem?  Running at
a low rate can actually speed things up, as the training time is shorter.

As all your bits are coming in pairs, I would say that, at some step
in the chain, something nearer your end is running twice as fast as it
should.  That's a little strange, as you'd expect any modem that can run
that fast to do speed buffering.

I would try forcing your modem to operate at the specified speed, which
is likely to be quite low.  Make sure that you get flow control working
first, though, or lower the DTE/DCE speed to match.
