Yes, that's quite typical of USR in Class2 - even when you finally get them 
to work, they do so unreliably at best, with transient failures to the same 
machines, often requiring several calls to send the entire fax.

I strongly advise you steer well clear of USR if you're doing much outbound 
faxing with HylaFAX - the firmware is just not up to the challenge.
