Eh? You shouldn't need to have a copy of /etc/passwd as ${SPOOL}/etc/hosts.
Read the man page for hosts(4f) and alter to suit. A typical entry is:

	127.0.0.1:5::

Setting up HylaFAX actually really means: testing your ability to read
the documentation.
