FaxQueuer error

Just this:

When I run Faxq I have a:

  FaxQueuer error: Could not create FIFO: Permission Denied

Hylafax is from a binary distribution hylafax-i386-linux-4.0pl0-1 
uucp and fax have the same UID and GID
The O.S. is an old Linux 1.3.14 
What have I miss???
