did you delete the line(s) about the server(s)?
the flag "W" in the status column means: waiting for ressources
(e.g. a free modem); see Q53 of the HylaFAQ;

if the scheduler is running collect a server trace to see
what the scheduler is doing and why not launching faxsend(1M)
for the jobs;
